2. Your Lordship will see from the letter of the 10th of October the reasons why I did not feel justified in acceding to Mr Brown's request. It certainly appears to me from Your Lordship's despatches No 18 of the 18th of January and No 118 of the 28th of May, 1889, that when Mr. Brown was appointed Surveyor General his special qualifications for dealing with the Praya reclamation work were taken into consideration, and that to a certain extent such work must be considered as forming part of his duties.
